Background and Analysis:
At approximately 4:00 pm on Thursday, June 3, 2021, the City received a call about a sinkhole in the bike lane near 1113/1117 Carlyon Avenue SE. City staff responded the next day and filled the sinkhole. A second call was received at approximately 7:30 am on June 7, reporting a larger sinkhole in the same location. Sewer/Storm staff responded to confirm that the sinkhole was the result of a hole in the 8-inch concrete sewer pipe at the connection of the side sewer to the sewer main.
An Operations crew started to dig up the sewer line in order to do the repair and determined that the depth, approximately 11 feet, coupled with the sandy soil type, made the repair extremely difficult and potentially dangerous to do. The sides of the trench were unstable and material was sloughing off into the opening. The crew backfilled the hole until a plan to safely repair the hole was in place.
Staff determined that a contractor would be needed in order to complete the necessary repairs, given the depth and soil type. Staff worked with Insta-Pipe, Inc. to perform the service connection repair using Cured In Place Pipe (CIPP) "Top Hat" liner, installed at the intersection of the 8-inch main to the 4-inch later. The scope of work included cleaning the pipe, repairing, and conducting and submitting a CCV Video.
