Issue:
A briefing to the Land Use and Environment Committee (LUEC) on the status of the 2012 update to the Engineering Design and Development Standards.

Committee Recommendation:
None.

City Manager's Recommendation:
Proceed forward in the EDDS update process, including the scheduling of a City Council Public Hearing in early 2013.

Background and Analysis:
In June of this year, staff briefed the Land Use and Environment Committee on the status of the proposed updates to the City's Engineering Design and Development Standards (EDDS). That briefing included an overview of what the EDDS are, highlights of proposed changes and next steps, followed by discussion.

Since this briefing, members of the community have suggested additional changes which merit attention at this time. They include:
· Remove Section 1.060, Policies
· Remove second paragraph, Section 2.010, Applicability
· Update Chapter 4, Table 2 - Street Trees
· Delete proposed language in Section 4B.030, Functional Classification

These changes address the hierarchy of the EDDS in relation to other codes, standards and policies; provide clarity regarding street tree requirements; and eliminate previously proposed language regarding commercial collector streets.

The proposed changes have been incorporated into the draft document and forwarded to the Department of Commerce, satisfying the state's mandatory review requirement. These changes have also been posted to the City's website at . A summary of the changes is included as Attachment 1.

The LUEC briefing will address the additional changes proposed in more detail, as well as outline the proposed remaining steps in the adoption process...
