Issue:
Staff requests UAC input and recommendation for Council on the draft Waste ReSources Management Plan Update, which sets the strategic direction for the Waste ReSources Utility for 2015-2020.

Background and Analysis:
Staff from the Waste ReSources Utility, including members from Operations and Waste Prevention, have worked collaboratively to update the 2015-2020 Waste ReSources Management Plan (Attachment 1). The Plan includes a primary table of contents showing the general document structure, while each chapter has its own, more detailed table of contents. Green and blue highlights will be used for Code Publishing purposes once the Plan is adopted.

The Plan is not required by Washington State, but is consistent with the City's Comprehensive Plan, which establishes policy for Utilities to regularly update their Plans. The City fulfills its State requirement by signing onto the County Solid Waste Plan. This 2015-2020 Plan will update the 2008-2013 Waste ReSources Plan.

The Plan sets the strategic direction for the Waste ReSources Utility by identifying goals, objectives and strategies to address priorities for reducing the total amount of waste produced, increasing recycling and composting, safe and efficient operations, and responsible financial management. The scope of the Plan was discussed with UAC in December 2013, and draft goals were presented in April 2014.

Following input and recommendations from UAC at the April meeting, the draft Plan will be presented to the City's Land-use and Environment Committee for their review and recommendation prior to seeking full Council approval.
