Background and Analysis:
Background and analysis has not changed from first to second reading.
This is a cleanup of the definition of “Enforcement Officer” in Olympia Municipal Code Section 4.50.020 to delete a portion allowing for any department director to appoint an “Enforcement Officer.” Those who are authorized to cite for a civil infraction should be limited to the position of police officer and other positions clearly called out by ordinance.

1. Approve the proposed ordinance amending OMC 9.45.020 on second reading.
2. Direct staff to make different or additional amendments to OMC 9.45.020 and forward to second reading.
3. Do not adopt the ordinance. This will allow an overly broad definition of Enforcement Officer to remain in the City’s code.
