Background:
Nicole Camus, the former Civil Service Secretary/Chief Examiner, resigned from city employment effective April 4, 2025. It is the Civil Service Commission’s responsibility to appoint a Secretary/Chief Examiner who carries out the business of the Civil Service Commission. It has been the commission’s long-standing practice to appoint a City employee who is experienced in contemporary hiring and employment practices and Civil Service operations, and who has knowledge of Police and Fire department functions. The Secretary/Chief Examiner duties are not full time.
Telli Norton has been supporting recruiting and hiring at the City of Olympia since her original hire in 2018. She served as secretarial support to the Police Department Hiring Division from Dec. 2018 - Jan. 2023. In Feb. 2023 she promoted to her current position within Human Resources. In her current position she has severed as a Primary Recruiter for both Police and Fire, she performs regular research and data interpretation duties, she consults with legal representatives when necessary and was the Civil Service support staff for previous Secretary/Chief Examiner, Nicole Camus, providing her experience with Civil Service rules, processes, and expectations.
Findings:
The City recommends the appointment of Telli Norton, Human Resources Information Services Analyst, to serve as the Civil Service Secretary/Examiner.
