Background and Analysis:
The City Council has recently begun its own process to consider the Shoreline Master Program Update.  City Council conducted a Shoreline Education and Workshop session on July 28, 2012.  On August 21, 2012 City Council considered a proposed schedule that included workshop meetings on September 11, September 25, October 2nd and November 3, 2012.   Council agreed to move forward with the next three workshop meetings and asked that an Other Business item be added to its October 16th City Council Agenda to provide an opportunity to consider next steps and whether additional workshop meetings are advisable.

As indicated in the schedule attached to the August 21, 2012 staff report and as further refined by the Land Use Environment Committee on August 24, 2012 and included herein as Attachment 1, this meeting is intended to provide Council with an opportunity to "Discuss DOE interests and positions and hear their recommendations and guidance on the proposed SMP and process."

Staff has also included an Shoreline Issues Matrix that helps to define the relationship of the Shoreline Master Program and other regulatory tools that affect land on and near the shoreline.  This matrix is included as Attachment 2.
