Draft Shoreline Master Program (SMP) Concepts and Process

Issue:
City Council conducted deliberations on the proposed update to the SMP on October 9, 2012 and October 23, 2012. At those meetings, City Council provided staff with specific input regarding reach designations, associated building setbacks and heights, treatment of nonconformities and other policy guidance. The latest draft (Attachment 1) is staff's best effort to respond to that input. Additionally staff has attempted to respond to additional guidance offered by the Department of Ecology as well as continue to refine the draft to improve readability and ease of administration.

Staff seeks confirmation that the current draft (Attachment #1) reflects the concepts provided by Council and concurrence on next steps in the review process.

Committee Recommendation:
None.

City Manager’s Recommendation:
Move to direct staff to finalize the draft Shoreline Master Program for the public hearing and prepare for a public hearing on January 22, 2013.

Background and Analysis:
The City Council provided staff with input regarding the draft SMP at their October 9, 2012 and October 23, 2012 meetings. The attached draft responds to that input as well as addressing additioanl input from the Department of Ecology and further administrative refinements. A summary of proposed substantive changes is included as (Attachment 2).

Additional refinement of the document will be required to prepare a draft for the public hearing.

There has been broad community input throughout the SMP update process and City Council has conducted workshop meetings witih a variety of stakeholders and interest groups to gain insight into the proposed SMP.
