City Manager's Recommendation:
Move to adopt on second reading an ordinance prohibiting camping on City-owned property.

Background and Analysis:
The ordinance was passed on first reading at the December 18, 2012 Council meeting.
 
On December 18 the City Council passed the attached ordinance on first reading on a 6-1 vote (Councilmember Cooper voting no).  Council asked that second reading of the ordinance be scheduled for January 8 during Other Business.  During that item, Council would receive an update of current and proposed shelter options being used or considered in Thurston County.
 
Options:
1. Pass the ordinance on second reading.
2. Amend the ordinance.
3. Do not pass the ordinance.
