Consider September 17, 2013 Draft of the Shoreline Master Program
Recommended Action
City Manager's Recommendation:
Move to approve the September 17, 2013 Draft of the Shoreline Master Program subject to any revisions adopted by City Council and to direct staff to prepare a Resolution for Council approval on October 1, 2013 approving the draft and directing staff to transmit the SMP and other required documentation to the Department of Ecology for their review.

Background and Analysis:
Attachments include a Summary of Revisions (Attachment 1) as well as a September 17, 2013 Draft Updated SMP (Attachment 2), Restoration Plan (Attachment 3) and Critical Areas Ordinance (Attachment 4) for Council's final consideration.

Key policy issues discussed on August 27, 2013 are included in a table (Attachment 1) and highlighted text indicates substantive changes that were made to the draft SMP in response to Council input on August 27, 2013. There is one outstanding issue from August 27, 2013 that will require a Council vote: Should Water Dependent Uses be allowed as a Permitted (P) use or as a Conditional ( C ) use in the Marine Recreation Shoreline Environmental Designation.

See Attachment 1 for further clarification pertaining to proposed revisions to the SMP.

Additionally staff has prepared updated the July 9,2013 Draft and has superseded it with the September 17, 2013 Draft.
