City Manager Recommendation:
Move to approve the attached Resolution directing staff to transmit the attached October 1, 2013 Draft Shoreline Master Program, the Restoration Plan, Section 18.06.100 A.2.C. (West Bay Drive regulations), Section 18.32 (Critical Areas Regulations) and all other documents adopted by reference together with the Shoreline Inventory, Final Shoreline Analysis and Characterization Report and the Final Cumulative Impact Analysis as required by WAC 173-26-110 to the Washington Department of Ecology for their review and consideration.

Background and Analysis:
In 2007 the Cities of Lacey, Olympia, and Tumwater began to update their SMPs. They received grant funding for two years from the State Department of Ecology to undertake this work. It was a joint planning effort between the cities and Thurston County which was coordinated by Thurston Regional Planning Council (TRPC).
 
The City of Olympia has been directly engaged in the update of its SMP since 2009 when TRPC finished its draft and Olympia staff and the Planning Commission began to share this work with the public.  The SMP was the dominant item on the Planning Commission's 2010 and 2011 Work Plans and their agendas during that time period. The Planning Commission held two public hearings on November 15, 2010 and January 10, 2011.
 
The Planning Commission transmitted its draft SMP to City Council in June of 2012.  The City Council has held numerous workshops and deliberations since that time.  City Council held two public hearing on January 22, 2013 and July 9, 2013.  A complete list of all public meetings relating to the SMP is attached.
 
At the September 17, 2013 City Council meeting, City Council provided staff with final direction and amendments to the SMP.  These amendments are included in the October 1, 2013 Shoreline Master Program (Attachment 1).

Note that the parallel designation along West Bay Drive will be mapped using the eastern right-of-way line rather than the center line of West Bay Drive as the dividing line between the Urban Intensity Shoreline Environmental Designation of Reach 3B and the Waterfront Recreation Shoreline Environmental Designation East of Reach 3B.

2.      Provide staff feedback and direction on the October 1, 2013 Shoreline Master Program and continue deliberations at some other time in the future.
