Background and Analysis:
Annually, Council-appointed advisory committees and commissions submit draft work plans for approval.  Committee and commission members are appointed as policy advisers to the City Council which is why the Council - through the General Government Committee - reviews the plans for consistency Council priorities, roles, and available resources.

General Government Committee and staff review the plans, and General Government Committee forwards recommended plans to the full Council for approval after meeting with committee chairs.  That meeting was held on March 18.

Traditionally, the Design Review Board and Lodging Tax Advisory Committee do not submit plans since the nature of their work is well defined and remains basically the same from year-to-year.

Staff recommended and General Government Committee concurred with some changes to the Arts and Heritage Commission plans originally presented to General Government Committee. The intent is to clarify roles relating to communication and public outreach.  Development of websites, print materials, etc is an administrative/programmatic function, with committees providing advice at the request of staff. The changes are incorporated in the attached plans recommended for approval.

On item 2.e of the Utility Advisory Committee work plan, staff informed General Government Committee that there are no staff resources or budget in 2014 to organize and conduct the proposed "Strong Towns" event. The event is listed on the UAC work plan as an item of interest in the future, should resources become available.
