Background and Analysis:
The Capital Facilities Plan is one of the key ways that the City implements its Comprehensive Plan and influences private development decisions. One approach to start to align the capital facilities decisions would be to amend the Goals and Policies of the Capital Facilities Element with our Investment Strategy: City of Olympia Opportunity Areas Report (Attachment 1).  Staff has prepared a summary of the Capital Facilities Plan as it relates to the Opportunity Areas and has included suggested revisions to the Goals and Policies of the Capital Facilities Element that would help to align our capital facility decisions with our Investment Strategy (Attachment 2).
