Recommended Action

City Manager Recommendation:
Recommend Committee define specifics and clarify expectations on gateway locations, types of possible art and costs; then move to direct the Arts Commission to move forward in issuing the Gateways Public Art Master Plan RFQ.

Issue:
The 2015 Municipal Art Plan, approved by Council, outlines a Master Plan to prepare for signature artworks at key city Gateways, a land use project called for in the City's Comprehensive Plan. The Arts Commission has prepared an RFQ for consultants to share with the Committee.

Background and Analysis:
Following approval of the Municipal Art Plan by Council on July 21, 2015, the Arts Commission has been moving toward the goal of a Gateways Master Plan for Public Art:

* Commissioners met twice with staff from Community Planning and Development and Public Works to better understand the Gateway concept, the extent to which other City Departments are already working on it, and to explore the possibility for cross-over and partnerships.
o Commissioners found support among City staff in moving forward on the project.
* Commissioners visited all eight Gateway locations sited on the map.
o Within the Comprehensive Plan, the Gateways Concept is reasonably broad, providing opportunity to revisit the locations and concept.
o Commissioners are proposing several changes to the list of gateway locations, to be analyzed within the Master Plan process.
o Discrepancy among locations, if changes are made, may be addressed in the year-end Comprehensive Plan amendments.
* Commissioners worked to develop an RFQ for a consultant for a Master Plan.
