Move to approve the Resolution to Adopt the Olympia Metropolitan Park District (OMPD) Charter and Bylaws and authorize the OMPD President to sign.

 

Report Issue:

A charter establishes the nature and purpose of an organization and bylaws outline its structure, governance, and how it will conduct business.  The attached resolution should be approved as it provides for the adoption of an OMPD Charter and OMPD Bylaws.

Background and Analysis:

On November 24, 2015, the Thurston County Auditor’s office certified voter approval of the Olympia Metropolitan Park District (the “OMPD”), a district with the same boundaries as the City of Olympia, and with the Olympia City Councilmembers serving as the Board of the Metropolitan Park District Commissioners (the “OMPD Board”).  The OMPD is a metropolitan park district authorized under Chapters 35.61, 67.20, and 84.52 RCW.  The OMPD has certain statutory powers, including the power to levy and impose various taxes and fees to generate revenues, which will provide ongoing funding to acquire, maintain, operate and improve parks, Percival Landing, and other recreation facilities and programs.
