Background and Analysis:

Background and analysis has not changed from first to second reading.

The Comprehensive Plan was adopted in December 2014.  In February 2016 the City adopted a new Parks, Arts and Recreation Plan.  Although the plans are primarily consistent, it was determined that some amendments to the text would be needed to ensure consistency between the two plans.  The amendments do not alter the goals and policies of the Comprehensive Plan but do update the information regarding the number of acres needed for Neighborhood Parks, Community Parks, and Open Space.  Other modifications to text are minor and related to using the same terminology within the two plans.

Neighborhood/Community Interests (if known):

While there was considerable public participation and interest in the development of both plans there have been no inquiries or concerns raised regarding this text amendment.

Options:

1.                     Approve the attached ordinance amending the Comprehensive Plan

2.                     Modify the proposed Comprehensive Plan text amendment.

3.                     Deny the proposed Comprehensive Plan text amendment.

Financial Impact:

None.
