Whether to approve the sublease agreement with the Family Support Center for the Olympia Parks, Arts and Recreation Department to continue to use a room in the Family Support Center facility for preschool programs.

Background and Analysis:

The Family Support Center currently has a lease with the City for the city-owned building located adjacent to The Olympia Center.  The Family Support Center and Olympia Parks, Arts and Recreation have partnered over the last year to more effectively use preschool space located in the Family Support Center building.  This space had been underutilized for a few years.  It is a larger space better suited for a preschool program than what current City programs have access to at The Olympia Center. This space provides for more flexibility as well as expansion as demand increases. The facility is already set up and furnished for a preschool program to include bathrooms in the preschool room and adjoining indoor and outdoor activity spaces.  The Family Support Center values having a partner to program this space as well as expose more families in our community to their services.  The facility is adjacent to The Olympia Center which makes for a convenient partnership. A sublease back to the City is the staff-preferred method to allow this to happen. Both parties would like to continue this successful partnership.

Options:

The Council may choose to send the attached sublease back for further refinement.  This option potentially would require the City to remove fall programming from the facility, negatively impacting both parties.

 

Financial Impact:

No direct impacts on the operating budget.  The City is now providing supplies for this program that otherwise would be used in The Olympia Center.  The sublease provides The Family Support Center with two registration slots in the Family Playtime program sponsored by Parks, Arts and Recreation.  Based on recent years registration, this additional registration will not negatively impact registration availability for the community and may expose new customers for future enrollment.
