Issue:

In 2017, the UAC will consider specific financial incentives for increasing community use of stormwater best management practices.

Previous Utility Rate Work Items Before the UAC:

Over the past several years, City Council and the Utility Advisory Committee have inquired about the potential for better incentivizing stormwater best management practices that infiltrate stormwater onsite (e.g., green roofs, pervious pavement).  Incentives are part of the ongoing update to the Storm and Surface Water Plan. 

 

The draft Plan and its financial options will return to the UAC in early 2017. 

 

Background and Analysis:

Staff will provide a verbal update on potential incentive models developed by our financial consultant.  The UAC does not need to take action at this time.

 

The UAC will consider specific proposals in early 2017.  Incentives could affect 2018 budgets and rates.

None at this time.

 

Options:

The UAC will provide recommendations to City Council regarding the Storm and Surface Water Management Plan and its finances in 2017.

 

Financial Impact:

Financial incentives typically offer a cost savings to some residents and a cost increase to others.
