Discussion on the PBIA’s Summer 2017 Flower basket watering strategy and scope of work.

Background and Analysis:
In year’s past, the PBIA has utilized the City’s probation work crew for watering Downtown flower baskets. A shift in Probation Services’ operations has impacted the potential to complete the daily watering necessary to maintain the City’s investment. Staff has explored several options including utilizing seasonal labor from the City Parks and Public Work’s departments. Both of these options are currently outside the scope of funds approved for the watering initiative. Staff has also explored a partnership with Capital Recovery Center’s Clean Team but has learned that a partnership will not be possible this year. Staff is currently exploring a Public Works sub-contact with a local landscaping firm and will report back when any additional information is uncovered.
