Issue:

Comments collected on the draft public art master plan will be made available to the Arts Commission for their direction regarding incorporation into the document, for recommendation to Council.

Background and Analysis:

The Gateways concept is envisioned in the City’s 2015 Comprehensive Plan. The intent is to signal transition moving into and out of Olympia’s city center by means of eight gateways and landscaped boulevards at major transition points.

 

Following 6 months of site visits, community meetings, and draft documents organized and prepared by Framework Cultural Placemaking, the final draft of the master plan was presented to the Arts Commission at their September 14 meeting. In response to the Arts Commission’s initial feedback, the title of the plan is Olympia Crossings: An Art Plan for City Gateways.

 

Since then, the roll-out schedule has been approved by the General Government Committee, and the draft document has been made available to the public for feedback on the City website and at a community meeting held at City Hall on Wednesday, October 4. Invitations to participate were sent to all neighborhood presidents, both individually and through the Coalition of Neighborhood Associations, in addition to the contact list created during the project from meeting participants and those responding via email. A Facebook notice was created and posted as well. The Planning Commission staff liaison has presented the group a project update (including final title) and invitation to comment on the document, and the Arts Commission staff liaison will similarly inform and update the City’s Executive Team.

Neighborhood/Community Interests (if known):

The consultant team held eight public meetings, attended two neighborhood meetings, conducted a web survey and attended Arts Walk in order to procure community feedback to develop the plan. Outreach following draft development has been outlined above.

 

Options:

1.                     Move to forward the Olympia Crossings Public Art Master Plan to Council with recommended changes.

2.                     Move to forward the Olympia Crossings Public Art Master Plan to Council as is, without change.

3.                     Do not move to forward the Olympia Crossings Public Art Master Plan to Council.

 

Financial Impact:

Budget was approved with the 2017 Municipal Art Plan.
