Background and Analysis:

Each year the Olympia Planning Commission designates a Finance Subcommittee to review in detail the preliminary Capital Facilities Plan (CFP), specifically to look for consistency with and implementation of the City’s Comprehensive Plan. 

 

The Commission held a public hearing on the draft CFP on August 7, 2017. Public comments were received.  The Finance Subcommittee met with city staff, at a public meeting, to ask specific questions about the draft CFP.  The subcommittee met two additional times to review comments, seek clarity, and work to develop a recommendation letter to City Council, for the consideration of the full Commission.  The draft comment letter will be presented to the Planning Commission at or prior to the public meeting on September 25, 2017.  Review and deliberation regarding the draft recommendation letter will occur during the public meeting.  The Planning Commission strives to submit its letter to City Council in advance of the Council’s public hearing on the CFP.  This year the City Council will hold its public hearing on October 17th.

 

Neighborhood/Community Interests (if known):

Public comments received addressed the amount of funding proposed for bicycle and pedestrian improvements, the length of time some projects are included in the plan without being constructed, neighborhood pathways, and city owned park lands on the isthmus.

 

Additionally, the Planning Commission met jointly with the Coalition of Neighborhood Associations on Monday, September 11, 2017.  Part of the discussion addressed neighborhood priorities in the selection and construction of various capital facility projects.

 

Options:

1.                     Approve the draft recommendation letter prepared by the Finance Subcommittee regarding the Preliminary 2018 - 2023 Capital Facilities Plan.

2.                     Modify and approve a recommendation letter regarding the Preliminary 2018 - 2023 Capital Facilities Plan.

3.                     Request changes or additional information be provided for consideration of the draft recommendation letter regarding the Preliminary 2018 - 2023 Capital Facilities Plan at the next Planning Commission meeting on October 2, 2017.

4.                     Do not provide a recommendation letter to City Council regarding the Preliminary 2018 - 2023 Capital Facilities Plan.

 

Financial Impact:

Review of the annual Capital Facilities Plan is included in base budget.
