Background and Analysis:

Each year the City reports on the performance of the Community Development Block Grant (CDBG) Program through the “Consolidated Annual Performance & Evaluation Report” known as the CAPER.  This report is presented in a short “Citizens Summary” version and the full CAPER format that will ultimately be submitted to the federal Department of Housing and Urban Development (HUD).

This CAPER details the performance of the City’s CDBG Program for the Program Year 2016 (September 1, 2016 - August 31, 2017), with the specific accomplishments outlined. The CDBG Program Year 2016 expenditures are summarized as follows:

The City is holding a 15-day public comment period that runs from October 10, 2017 through 5 pm Wednesday, October 25, 2017 to allow the public to review of the CAPER.  Copies of the CAPER are available in the following places:

The federal CDBG Program offers a flexible source of funding to meet a wide variety of affordable housing, social service, economic development and other community development needs. All neighborhoods and community stakeholders have an interest in how CDBG funds are invested in community development programs and projects.

1)                     Hold a Public Hearing on the Community Development Block Grant Program Year 2016 Annual Report called the “Consolidated Annual Performance & Evaluation Report (CAPER).

2)                     Do not hold a Public Hearing on the Community Development Block Grant Program Year 2016 Annual Report called the “Consolidated Annual Performance & Evaluation Report (CAPER) and risk federal compliance issues.

 

Financial Impact:

The CDBG Program Year 2016 Annual CAPER Report details the expenditures of $642,065 in federal CDBG funds.
