Recommended Action

Move to recommend for final review by the Heritage Commission the application to designate 420 Carlyon Ave SE on the Olympia Heritage Register because the property meets condition requirements and possesses integrity of [insert].

Issue:

Whether the property meets the integrity and condition requirements outlined in Olympia Municipal Code in order to be considered for designation on the Olympia Heritage Register.

Background and Analysis:

The City of Olympia has received an application to place 420 Carlyon Avenue Southeast on the Olympia Heritage Register (Attachments 1).  The applicants are Chad and Kim McGhee, the owners of this single-family residence in the Governor Stevens neighborhood.  Current photographs of the house are provided in Attachment 2.

 

As the first formal stage of application review, the Heritage Review Committee will conduct a site visit to assess the property’s overall condition (whether it is well or poorly maintained) and integrity (whether it retains the physical character that reflects its identity or has changed significantly) as per OMC 18.12.080 (Attachment 3).

 

This meeting will not include an evaluation of the significance of the property, which will be determined by the Heritage Commission as a whole.

 

The Committee will determine:

 

1.                     If the property is well maintained, and

 

2.                     Which element(s) of integrity the property possesses, if any.  These are integrity of:

 

r                     Location,

r                     Design,

r                     Setting,

r                     Materials, and/or

r                     Workmanship.

 

To be designated on the Register, the property needs to possess at least two (2) elements of integrity.  Attachment 4 provides National Register of Historic Places guidance on assessing integrity.

 

Following the Committee’s recommendation, the application will be reviewed by the full Heritage Commission after a public hearing at a future regular meeting of the Commission.  This is tentatively scheduled for January 24, 2018, pending the results of this Heritage Review Committee meeting review.
