Pre-submission review of the homeowners' proposed alterations to their property.

Background and Analysis:
The Heritage Review Committee will review the draft plans proposed for submission with a building permit to expand and remodel a residence (Attachments 1 & 2). The house is a designated Contributing property in the South Capitol Neighborhood Historic District (Attachment 3). Photographs are provided in Attachment 4.
The Committee previously reviewed initial concepts on site at its November 6, 2017 meeting (Attachment 5). The applicants have revised their earlier drawings based on the informal feedback received at that meeting.
Potential Recommendation:
Because this review is not being conducted as part of the formal review of a building permit application, the advice given is not binding in a future recommendation of the Heritage Review Committee or decision of the Building Official.
If the Heritage Review Committee is satisfied that the proposal meets the U.S. Secretary of the Interior's Standards (Attachment 6), it has the option of recommending delegating authority to Ms. Sadlier as Historic Preservation Officer to sign off on the permit application on the Committee's behalf provided all Committee recommendations are achieved in the details submitted with the application.
