Issue:

The board must decide whether or not to authorize two dental cleanings per year and in addition, pay $88.50 for a second dental cleaning that was completed the previous year without prior authorization from the board.

Background:

In February of 2015, the board added language which required members to seek preauthorization for multiple dental cleanings per year and provide medical substantiation supporting the need to continue additional cleanings every two years.  On March 5, 2018, a medical doctor recommended a member receive dental cleanings twice yearly to reduce the risk of cardiovascular disease and to help prevent the risk for coronary artery disease with underlying systemic hypertension, and hyperlipidemia.  The member is asking for two dental cleanings per year beginning in 2018, but is also asking the board to backdate approval for second dental cleaning which occurred in October 2017 for $88.50. The member did not previously seek board authorization for a second cleaning last year.
