Background and Analysis:
Background and analysis have not changed from first to second reading.

Each year the City Council considers amendments to the Comprehensive Plan. These amendments can be proposed by the City or by private property owners or stakeholders.

The Comprehensive Plan identified work for the City to do in order to identify important landmark views and observation points (specifically Goal GL8 and its associated policies in the Land Use and Urban Design Chapter of the Plan). This direction from the Comprehensive Plan was used during the development of the Downtown Strategy, which was adopted by City Council in April 2017. City staff proposed this amendment to memorialize that work directly in the City's Comprehensive Plan.
