Recommended Action
Committee Recommendation:
In June 2018, the Land Use and Environment Committee (LUEC) recommended that Council adopt revised community-wide greenhouse gas emissions targets.
In August 2018, LUEC recommended that the Scope of Work for Phase 2 of a Regional Climate Mitigation Plan and the Interlocal Agreement for that work move to Council for approval.
City Manager Recommendation:
Move to approve a resolution adopting revised community-wide greenhouse gas emissions targets and authorizing the City Manager to sign an Interlocal Agreement for Phase 2 of a Regional Climate Mitigation Plan.

Background and Analysis:
In November 2015, the City formally committed to the Global Covenant of Mayors for Climate and Energy. The Global Covenant is a coalition of cities committed to reducing greenhouse gas emissions at a local level. Currently, more than 9,000 cities worldwide participate. As a member of the Covenant, the City committed to several actions, including the development of a climate mitigation plan. Additionally, the City's Comprehensive Plan states in the Environment chapter the following:
"PN8.1 Participate with local and state partners in the development of a regional climate action plan aimed at reducing greenhouse gases by . . ."
