Issue:
Whether to allow the Olympia Police Department to participate in the Pierce Transit-Pierce County Combined Communications Network (CCN) for the purpose of mutual aid only. Also, whether to allow Pierce County to program the CCN radio frequency onto OPD radios for situations that require mutual aid from agencies in Pierce County to allow for communication between participating agencies.

Background and Analysis:
The purpose of this agreement is to memorialize the mutual understanding between the Olympia Police Department (OPD) and Pierce County Combined Communications Network (CCN) regarding access, for the purposes of mutual aid only, to the Single County-Wide Communication System for use of its mobile, portable radios and associated equipment. This will allow OPD to communicate with Pierce County police agencies when mutual aid is required. The agreement also allows Pierce County to bill for the programming time required to add the frequency to OPD radios. As radio technology increases, we are able to add other frequencies to newer radios, which enhances our ability to communicate and increases officer and community safety.
