Issue:
Olympia has requirements for bicycle parking on new construction for commercial and multi-family buildings. Historically, not all projects have met the code requirements. The City has made improvements in recent years on enforcing this requirement. This report will update the Committee on the City’s progress.

Background and Analysis:
Olympia Municipal Code 18.38 requires that newly-constructed commercial and multi-family buildings include bicycle parking. The code provides for both long-term and short-term bicycle parking. Long-term bicycle parking is typically intended for residents or employees, and short-term bicycle parking is intended for visitors or customers.
Other requirements for bicycle parking include:
• The dimensions of a bicycle parking space are 2’ x 6’.
• The minimum number of spaces.
• Racks must provide for two points of contact with the bicycle, with at least one being on the frame.
• Long-term bike parking is required to be fully protected from the weather and fully secured.
• Short-term bike parking is required to be covered.
Ensuring that bicycle parking is included on newly-built commercial and multi-family structures has not been as straightforward as anticipated. Efforts to improve processes have been ongoing, and since 2013 the Committee has received regular updates from City staff on progress towards achieving total compliance.
