Background and Analysis:

Each March, the City submits an annual report and update of its stormwater management plan to the State Department of Ecology.  The UAC is designated as the City’s citizen review element of the submittal process.

The City stormwater program is regulated under the State’s National Pollutant Discharge Elimination System (NPDES) Municipal Phase II Stormwater Permit. The NPDES permit requires local jurisdictions to develop effective stormwater management programs. Staff will provide the UAC with brief overviews of the required 2018 NPDES Annual Report and 2019 Stormwater Management Plan. The City’s stormwater program is consistently in compliance with State expectations.

The attached 2018 Draft Annual Report with supporting documentation is still in draft format with minor changes planned prior to submittal by March 31, 2019.
