Background and Analysis:
2018 was the first full year in which the Office of Performance and Innovation has led implementation of the Action Plan using the Priorities, Performance, and Investment (PPI) cycle. The Action Plan is a "road map" for how we, as a community, accomplish our 20-year Comprehensive Plan vision. The PPI cycle is the way in which we, as a City organization, carry out, evaluate progress, and adapt our actions to achieve that vision.

The purpose of this agenda item is to provide an update on the experience and lessons learned from carrying out the Action Plan and PPI cycle over the past year, and highlight a proposed shift to focusing to the "performance" element of the cycle in 2019. To support the discussion, staff will highlight several performance management efforts underway, including an example from Public Works, and share how a focused effort on performance this year will further develop how we use data to drive City decision-making.

Lastly, staff will share for discussion with Councilmembers a way to engage community members in both the performance and priorities elements of the PPI Cycle in 2019.
