Staff would like to share the draft process outline for performing an Aquatic Center Feasibility Study for early feedback and questions.

Background and Analysis:
In 2018, the YMCA closed their historic Downtown Facility and relocated into a new building that does not contain a pool. Additionally, The Evergreen State College also eliminated public access to their swimming facility. While the population of the City of Olympia continues to grow, the options for the public to swim have been declining.

Recognizing the need for additional public swimming facilities, the 2016 Parks, Arts and Recreation Plan allocated funds in order to perform an Aquatic Feasibility Study and the Department is ready to begin that work.

The proposed concept for Phase I of the process would be to include the following steps:

* Identify and recruit key stakeholders
* Develop a Request for Proposal (RFP) and recruit consultant team
* Develop a list of potential partners (development and operating)
* Evaluate potential operating models
* Identify preferred components, scale and scope of facility; prioritize goals
* Identify potential locations through the City and Thurston County

The proposed timeline would be to identify key stakeholders in the summer of 2019 and release the RFP in fall.

In the random sample survey conducted for the 2016 Parks, Arts and Recreation Plan, swimming facilities were named as the highest facility needed that isn't currently available. However, a new swimming facility ranked in the middle of the list in terms of priorities.
