Background:

Joseph Olson, the former Civil Service Secretary/Chief Examiner, retired from city employment effective January 30, 2019. It is the Civil Service Commission’s responsibility to appoint a Secretary/Chief Examiner who carries out the business of the Civil Service Commission. It has been the commission’s long standing practice to appoint a City employee who is experienced in contemporary hiring and employment practices and Civil Service operations, and who has knowledge of police and fire department functions. The Secretary/Chief Examiner duties are not full time.

Linnaea Jablonski has extensive HR experience. She started her public service career working for Secretary of State (Sam Reed) in February 2006. She was appointed to the Washington State Executive Ethics Board by Governor Gregorie where she served a 5 year team as members, chair and vice chair. She continued her career by accepting a position with the Department of Corrections as the Human Resources Manager for the Northwest Community Corrections Division. From there she accepted a position with the Washington State Ferries where she worked most recently as the Human Resources Director. She was hired as the Human Resources Director for the City of Olympia in April of 2019.

Findings:

The City recommends the appointment of Linnaea Jablonski, HR Director, to serve as the Civil Service Secretary/Examiner.
