Background and Analysis:
On October 24, 2017, City Council approved the public art plan Olympia Crossings: An Art Plan for City Gateways.
Since that time, Council has also approved the design for the West Bay Art Crossing, which is now in fabrication. The Eastside St Art Crossing is the second of eight locations within the project.
As staff and the Arts Commission worked through the initial location, with the Northwest Neighborhood Association, some key elements emerged as a template for all eight projects including:
• Initial conversation with interested Neighborhood Association(s) to develop the Call for Art for that Crossing location
• Participation by a Neighborhood Association representative on the initial jury
• A two-part application process with an RFQ followed by finalist interviews
• Focus on artists with ties to Olympia, with support provided by a pre-submission workshop and proposal review (with the selected artist) with the City’s on-call landscape architect.
To prepare the Call for Art for the Eastside St project, staff met with Eastside (ENA) and Indian Creek (ICNA) Neighborhood Association leadership on August 21, 2019, followed by the ENA annual picnic on August 25 and the ICNA picnic on September 8. Input from these meetings informed the neighborhood description in the Call for Art, and neighborhood representatives were solicited for the project jury.

The Eastside and Indian Creek Neighborhood Associations have participated in the development of the Call for Art.
Options:
1. Move to recommend the Eastside St. Art Crossings Call for Art.
2. Move to recommend the Call for Art as modified.
3. Do not recommend the Call for Art.
Financial Impact:
$50,000 for artwork design and fabrication and up to $25,000 for installation from the Municipal Art Fund.
