Background and Analysis:
Since the acceptance of the Downtown Strategy by City Council, staff has advanced the concepts for improving four downtown streets, including Legion Way. On Legion Way, resurfacing and a raised concrete intersection at Washington Street are planned. A link to the City's webpage is attached that describes these projects in more detail. Construction of the Legion Way Improvements is scheduled to begin in the first quarter of 2020.

Washington Street from 7th Avenue to Legion Way is State property. A portion of the raised concrete intersection at Legion Way and Washington Street needs to extend onto State property. This is necessary in order to properly transition from the new improvements to the existing street.

The attached Interlocal Agreement with DES allows the City to construct these infrastructure improvements and maintain them. Attached to the Interlocal Agreement are a Temporary License to Construct document and an Easement Deed that also need to be executed.
