Background and Analysis:

Since the acceptance of the Downtown Strategy by City Council, staff has advanced the concepts for improving four downtown streets including Legion Way. On Legion Way, resurfacing, revised pavement markings, and a raised concrete intersection are planned.

 

The City received Washington State funding for the Legion Way Improvements Project through the Pedestrian and Bicycle Safety program. The total estimated cost of the project is $2,207,595, and the grant funds total $795,680.

 

Following the bid opening and staff’s analysis of the bids, the two lowest bids were rejected. The apparent low bidder, Nordvind Sewer Service, was rejected for excessively unbalanced unit prices and for failing to meet the supplemental bidder responsibility requirements for past project experience. The second low bidder, Barcott Construction, was rejected for failing to meet the supplemental bidder responsibility requirements for past project experience.

 

Rognlin’s bid price was approximately $142,000 more than the Nordvind bid and $95,000 more than the Barcott bid, but still nearly $200,000 less than the Engineer’s estimate.

 

Neighborhood/Community Interests (if known):

Public outreach conducted in 2017 and 2018 indicated support to proceed with the design concepts for the Legion Way project. A public open house was held in May 2019 to share more specific designs for the Franklin Street and Legion Way improvement projects. In 2019, ongoing discussion with downtown business and property owners occurred including a recent round of outreach to businesses and property owners near the Legion Way and Washington Street intersection. Extensive public communication is planned throughout the construction of this project.

 

Options:

1.                     Award the construction contract to Rognlin’s, Inc., in the amount of $1,452,640.58, and authorize the Interim City Manager to execute the contract.

The project proceeds as planned.

 

2.                     Reject all bids and direct staff to rebid the project. The time needed to rebid will delay construction. The cost to construct the project may increase.

 

Financial Impact:

The low bid of $1,452,640.58 is approximately 12% less than the Engineer’s estimate. There are sufficient funds in the budget to complete this project.
