Background and Analysis:
Background and analysis has not changed from first to second reading.

Stoll Road SE runs east-west at the 400 block of Lilly Road SE and north-south at the 3300 block of Martin Way E. [Note: There is also a short, south leg of Stoll Rd SE south of I-5 at Pacific Ave SE. All addresses on this stretch are addressed on Pacific Ave SE and will not be affected by the road name change. There are no street signs on the short, south leg.]

Stoll Rd SE will connect to Martin Way E during a future multi-family housing development. Once this connection is complete, it may create confusion among emergency responders and citizens as Stoll Rd SE will be accessed from Martin Way E and Lilly Rd SE. This connection will also leave Stoll Rd SE nonconformant to OMC 12.48.140, as two roads will carry the same name within the City and County.

Street address numbers will not be reassigned or changed. The proposed name, Franz Anderson Road SE, was sent to Thurston County and found not to conflict with any other street names in the County (per OMC 12.48.140).

Seventeen residents will be affected during this process. These residents were notified by mail, provided a 30-day comment period and an opportunity to submit road name suggestions. Public comment and four road name suggestions were received from three residents. Residents had little to no concerns.
