Whether to approve a Resolution authorizing the Interlocal Agreement with Thurston County Medic One for BLS HPU with FEMA Public Assistance Contract Clauses. HPUs are intended to respond to aid calls for which the patient has a high probability of being infected with COVID-19. HPUs are designed to be scalable to match service demand. The HPUs are not intended to routinely respond to car accidents, rescues and service calls.

Background and Analysis:

Thurston County Medic One and the Olympia Fire Department wish to enter a partnership for staffing BLS HPU’s with Thurston County to address the COVID-19 outbreak. HPUs are intended to respond to aid calls for which the patient has a high probability of being infected with COVID-19. HPUs are designed to be scalable to match service demand. The HPUs are not intended to routinely respond to car accidents, rescues and service calls. The mission of the HPU partnership is to provide the highest level of service to the citizens of Thurston County, by sending the most appropriate resources at times of high stress on the EMS system. By adding these additional resources, our Fire and EMS system will be more capable of surging to meet our community’s needs during unprecedented periods of higher stress on the system.

Options:

1.                     Approve the Resolution authorizing the Interlocal Agreement. Accept the terms of the Interlocal Agreement and authorize the City Manager to sign the Agreement.

2.                     Do not approve the Resolution authorizing the Interlocal Agreement and send back to staff for further work.

 

Financial Impact:

Thurston County Medic One and the Olympia Fire Department have a long partnership history and current agreements are in place for both ALS and BLS services. This HPU agreement with FEMA Public Assistance Contract Clauses will allow both Thurston County Medic One and the Olympia Fire Department to respond quickly with an additional unit for COVID-19 service calls. This agreement allows a standard cost sharing formula and is already in place should the HPU need to be put into service.
