Background and Analysis:
The Transportation Line of Business identified safety improvements for the intersections of 5th Avenue and Adams Street and East Bay Drive and Olympia Avenue to address the safety of people crossing at these intersections. The improvements are also meant to improve the safety of people using other modes at these intersections as well.
Staff identified these locations for improvements because of multiple pedestrian injury crashes, speed concerns, and driver behavior concerns. Transportation also received multiple requests for improvements at these intersections.
At the intersection of 5th Avenue and Adams Street, improvements include curb bulb-outs to shorten the distance people have to cross the street and new high visibility crosswalk markings.
At the intersection of East Bay Drive and Olympia Avenue improvements include a pedestrian crossing island, pedestrian activated flashing beacons, new high visibility crosswalk markings, buffered bike lanes and reconfiguration of the vehicle travel lanes. See the attached graphic which illustrates the improvements.
The City received a Transportation Improvement Board (TIB) Complete Streets Grant for $300,000 to complete the proposed improvements.

Completing the pedestrian crossing safety improvements will significantly improve the safety of pedestrians that use these crossings.
Options:
1. Award the construction contract to Propel Construction Company in the amount of $476,492.15 and authorize the City Manager to execute the contract. The project proceeds as planned.
2. Do not approve awarding the construction contract; reject all bids, and direct staff to rebid the project. Delaying the project will delay improving the safety of people walking. A delay could also create higher costs and will require additional staff time.
Financial Impact:
Funding for the sidewalk repairs is from the a TIB Complete Streets Grant, CIP/REET funds and CIP funds.
The low bid of $476,492.15 is 1.2% more than the Engineer’s estimate. There are sufficient funds in the budget to complete this project.
