Background and Analysis:

3rd GEN INVESTMENT GROUP 2 LLC, in cooperation with the Port of Olympia, has submitted a final Binding Site Plan Amendment known as the Olympia Area Rowing Binding Site Plan Fourth Amendment. The purpose of the amendment is to divide one of the lots on property belonging to the Port of Olympia and leased by the Port to 3rd GEN INVESTMENT 2 GROUP LLC, Lot 11, into three lots of record in the Binding Site Plan, Lots 11, 14 and 15. The new lots are located at 510 State Ave NE.

All parties vested in the lots or rights being adjusted or changed in a Binding Site Plan are required to sign as an owner. Since the City owns a lot within the adjusted Binding Site Plan, specifically the lot developed with the Hands On Children’s Museum & Plaza, the City Manager shall sign the Binding Site Plan  document with full awareness and understanding of the land proposed division of land.

The Binding Site Plan Amendment does not change City ownership or existing rights to real property, but merely adds two additional lots to Port of Olympia property. Pursuant to Olympia Municipal Code 3.16.020, City Council approval is required to authorize the City Manager to sign the Binding Site Plan Amendment on behalf of the City.

The Binding Site Plan Amendment was found to be in compliance with all use and dimensional standards of the zone in which it is located and received preliminary approval on July 9, 2020. Final application, in accordance with Chapter 17.34, was then submitted to the Community Planning Department on August 13, 2020 and is staged and prepared for final recording.
