Issue:

Whether to authorize staff to proceed with extension of an agreement with Catholic Community Services to staff the Franklin Street Mitigation Site.

Background and Analysis:

This agreement will increase participant safety, staff resources, and other costs (like bathroom cleaning and video camera installation) related to the Mitigation Site. Costs that were previously paid by the city outside this agreement, like portable toilet maintenance and cleaning, has now been included in this agreement.

Total contracted costs in 2021 will not exceed $590,075. This agreement was $547,030 in 2020 but that agreement did not include costs paid by the city (like portable toilet rental) that has been replaced with bathrooms within the site.

 

Performance-Related Outcomes and Service Partners:

As of March 20, 11 participants at Mitigation have moved to supportive housing at Quixote Village, Plum Street Village tiny houses, Drexel House supportive housing or other more stable housing or shelter outcomes.

 

Four participants have enrolled in substance use treatment at Northwest Resources to date in 2021.

 

Partners from outside Catholic Community Services and City programs that bring services to people at Mitigation include Compass Housing Solutions (housing and employment case management), SideWalk (housing), Providence behavioral health services, PACT (chemical dependency case management), Behavioral Health Resources, and meal service from the Community Kitchen.

 

2020 Site and Program Improvements

                     Bathrooms and showers were added to the site funded by LOTT and Thurston County.

                     A Medicaid-funded housing case manager and a dedicated Familiar Faces case manager were added.

                     All Mitigation Guests were entered into the Homeless Management Information. System (HMIS) the national homeless services database) to track system performance.

 

2021 Improvements Scheduled

                     Micro homes will replace tents to improve personal safety and security of belongings and protection from the elements.

o                     Micro homes are designed and built by a local green design-build firm.

o                     Cost goal is to stay below cost of Plum Street Village units.

                     Electrical upgrades will make microwave use and phone charging easier and safer.

                     Mitigation participants have been recruited to work at mico home construction site at Port of Olympia.

                     New participant agreements and new grievance procedures will be developed.

 

History and Original Aims of the Mitigation Site:

In January 2019, the City of Olympia opened the Mitigation Site at Franklin Street at Olympia Avenue to provide tent sites for homeless individuals, many of whom had been scattered at various sites around downtown. The Mitigation Site was established to improve safety and access to services for unsheltered individuals and couples, and to reduce the impact of scattered encampments to downtown residents and businesses.

There is a high degree of public attention for Olympia’s Mitigation Site and homeless response efforts downtown.

Financial Impact:

This agreement will not exceed $590,075 in 2021 and $637,877 in 2022. Costs will be paid from Utility Tax and Home Fund revenue.
