Background and Analysis:
The Hub Junction is a bicycle roundabout at the intersection of the City of Olympia's Karen Fraser Woodland Trail, the City of Lacey's Karen Fraser Woodland Trail and Thurston County's Chehalis Western Trail. The roundabout and immediate surroundings span park property owned and managed by all three jurisdictions. It is difficult to discern exact property boundaries in the field making it unclear which jurisdiction is responsible for which area.

Staff from the City of Olympia, the City of Lacey, and Thurston County met recently to formulate an Interlocal Agreement for maintenance of this area. The agreement clarifies which jurisdiction is in charge of the maintenance of specific portions of the roundabout area and sets a schedule for the shared duty of garbage removal.
