Background and Analysis:

The Olympia City Council’s procedures and practices are contained in the City Council’s Guidebook. Biennially on even numbered years, or as needed, the General Government Committee reviews the Guidebook and recommends changes, if warranted.

 

As part of its 2021 Work Plan, the General Government Committee wanted to a comprehensive review of the City Council Guidebook in preparation for further discussion of possible updates and changes during the City Council’s Mid-Year Retreat on June 11, 2021.  The Committee undertook that comprehensive review during a Special Meeting on April 14, 2021. The City Council also held a Special Meeting on September 21, 2021, to discuss operating agreements to further inform updates to the City Council Guidebook.

 

Those changes discussed at those meetings were reflected in an updated version of the City Council Guidebook received by the General Government Committee as part of Updates and Reports at their regular October 27, 2021 meeting.

 

If the Committee is comfortable with the current updates and changes, the City Council Guidebook may be forwarded on to the full City Council for consideration.

There are no known community interests related to the City Council Guidebook.

 

Options:

1.                     Review the Council Guidebook; recommend no further changes for this biennial review and forward the currently amended version to full Council for consideration.

2.                     Review the Council Guidebook and recommend new changes or amendments to the guidelines, and forward to full Council for consideration.

3.                     Continue the General Government Committee’s review of the Council Guidebook and do not forward to the full Council for consideration.

 

Financial Impact:

There is no financial impact related to the Council Guidebook.
