Background and Analysis: The City of Olympia is required to create a Stormwater Management Action Plan as a component of the current NPDES Municipal Separate Storm Sewer System Permit for Phase II municipalities. The purpose of this project is to identify the stream basin(s) within the City posing the greatest combination of need and opportunities for water quality and flood attenuation improvements. The first phase of the project, a Receiving Waters Assessment documenting existing conditions for all Olympia's stream basins, was delivered to the WA State Department of Ecology with the Annual Report submitted on March 31, 2022. The Second phase, due June 30, 2022, involves identifying the highest priority stream basin (or stream basins) based on this analysis and with input from both City staff and members of the community. A Stormwater Management Action Plan will be completed for this basin (or these basins) and submitted to the WA State Department of Ecology by March 31, 2023. The Action Plan will describe a wide variety of potential projects and programs aimed at addressing the needs and opportunities described in the Receiving Waters Assessment. These actions may include, but are not limited to, stormwater infrastructure retrofits, education and outreach behavior change programs, wetland habitat conservation and/or restoration, and more.
