Background and Analysis:

On June 18, 2019, the City Council approved a Resolution authorizing the City Manager to execute all documents necessary to accept a Surface Transportation Program (STP) grant from the Federal Highway Administration (FHWA) for the Fones Road Improvement Project design only. The design is now 90% completed and acquisition of Right-of-Way (ROW) needed to build and maintain the project has been initiated.

 

During 2020, Public Works Transportation applied for several grants to fund project construction. On July 20, 2020, Thurston Regional Planning Council (TRPC) awarded the City three FHWA grants for Fones Road construction.

 

On November 23, 2021, the Transportation Improvement Board (TIB) awarded a fourth grant for project construction. The total of the four grants is $4,887,768. (A breakdown of individual grant amounts is shown on the table below.) Staff seeks the City Council approval for acceptance of the TIB grant.

 

On the advice of Washington State Department of Transportation staff, documents associated with the three new construction grants from FHWA should be executed when the City is ready to advertise the project for construction. Public Works will bring those documents to the City Council for approval at that time. We expect to advertise in spring 2023.

Neighborhood/Community Interests (if known):

Completion of this project will have the following impacts on the community:

                     The Fones Road Corridor will meet current and future vehicle capacity needs.

                     Pedestrian and bicycle facilities will transform this corridor into a multi-modal facility, providing a safe transportation choice for people that walk, ride bicycles, or drive.

 

Options:

1.                     Move to approve a Resolution authorizing the City Manager to execute all documents necessary to accept an Urban Arterial Program Grant from the Transportation Improvement Board (TIB) for the Fones Road Improvement Project construction. The project will proceed as planned.

2.                     Direct staff to make modifications to the proposed Resolution. The project will proceed as planned.

3.                     Do not approve the proposed Resolution. The City will not proceed with the project and not accept the grant funds.
