Background and Analysis:
Fleet Operations has recommended Waste ReSources replace six (6) refuse collection trucks. The vehicles currently in operation need to be replaced as they have surpassed their useful life by several years. Vehicle breakdowns are costly and can create operational inefficiencies, thus impacting service delivery.
Waste ReSources and Fleet Operations conducted extensive research for refuse collection truck options. Staff recommends using a cooperative purchase contract through Sourcewell, formerly National Joint Power Alliance (NJPA), to purchase the trucks at a competitive price. Western Peterbilt, LLC, doing business as Dobbs Peterbilt of Federal Way, Washington, is an authorized dealer that can provide the refuse trucks that best meet the needs of Waste ReSources at a reasonable price.
In January 2022, the Waste ReSources hired a consultant (Cascadia Consulting & Bell & Associates) to perform a fleet electrification study as part of the development of the Waste Resources masterplan. The Study found that that Electric Vehicle (EV) technology is currently insufficient to provide viable options for the waste industry. The technology is expected to improve over time, making electric garbage trucks the best choice at some point in the foreseeable future.
Transitioning to EV will require early financial planning because they will have much higher up-front costs and require the installation of charging infrastructure. It was recommended that the Waste Utility perform another in depth evaluation in three to four years.

The community expects uninterrupted Waste ReSources services and vehicle breakdowns can create operational inefficiencies.
Options:
1. Approve a Resolution authorizing the Supplemental Terms and Conditions with Western Peterbilt, LLC for the purchase of six (6) waste refuse collection trucks. The trucks will be purchased for the negotiated price of $2,755,121.86.
2. Do not approve the Resolution to purchase the trucks from Western Peterbilt, LLC. Staff negotiated the best purchase price utilizing a cooperative purchase contract through Sourcewell. Purchasing outside this cooperative would be more expensive to the City.
3. Provide alternate direction to staff.
Financial Impact:
Staff recommends purchasing six (6) refuse collection trucks from Western Peterbilt, LLC in the amount of $2,755,121.86 which includes sales tax and all associated fees. There are sufficient funds in the Fleet Equipment Rental and Revolving Fund.
