Background and Analysis:
The City of Olympia and Thurston County have been working together to adopt a joint comprehensive plan for the unincorporated portions of Olympia's Urban Growth Area (UGA). This plan will establish a vision, set polices, and once adopted, make the land-use process more predictable for community residents and more seamless for the city and county when annexation occurs.

The Olympia and Thurston County planning commissions held two joint work sessions on October 11 and October 26, 2022. Materials from these meetings can be viewed on the County's website, linked below. For the upcoming public hearing, the County's staff report, draft plan, and supporting materials can also be viewed through the same link.

Neighborhood/Community Interests (if known):
To date, one comment letter has been received. The County will accept written comments up until 4 p.m. the day of the hearing and forward them to all commissioners.

Options:
1. Recommend the City Council support Thurston County adoption of the Joint Urban Growth Area Comprehensive Plan.
2. Recommend the City Council support Thurston County adoption of the Joint Urban Growth Area Comprehensive Plan with modifications proposed by the Planning Commission.
3. Recommend the City Council not support adoption of the Joint Urban Growth Area Comprehensive.

Financial Impact:
Work on the Joint Plan is covered by the Community Planning and Development Department's base budget.
