Background and Analysis:

On May 22, 2022, City Council approved the Arts Commission’s recommendation of Jennifer Corio and Dave Frei as project artists for the Martin Way & Pacific Avenue Art Crossings Project.

 

On August 9, the project artists participated in a site tour, meeting with the City’s Historic Preservation Officer and Public Works transportation and utilities staff, to better understand the site. On September 29, Ms. Corio and Mr. Frei met with members of the adjacent neighborhood associations - the Olympia Northeast Neighborhood Alliance (ONNA), and the Eastside Neighborhood Association (ENA) - and the general public, to better understand the community around the site. In addition, the project artists and staff met on several occasions with community members at Lien Hoa Temple and Risen Faith Fellowship. The project artists have also reviewed the Art Crossing Master Plan and the Washington State Arts Commission Materials and Fabrication Handbook.

 

The Arts Commission conducted a public hearing on November 10 to receive and collect feedback from the public regarding the Martin Way & Pacific Avenue Art Crossing Concept Plan in order to provide feedback to the artists and a recommendation to City Council.

 

Following the Public Hearing, Ms. Johnson received an updated concept design from the project artists and met with members of Risen Faith Fellowship on November 27, Lien Hoa community on December 4, and shared the concept plan at the Eastside Neighborhood Association’s annual meeting on November 30.

 

On December 8, the Arts Commission moved to recommend the Concept Plan to City Council.

 

The concept plan will be presented at the Council meeting.

 

Climate Analysis:

The Art Crossing program can contribute to the overall City strategy of encouraging alternative transportation through enhancement of transportation corridors.

 

Equity Analysis:

Recognizing the Neighborhood Associations alone did not represent the diversity of the neighborhoods, additional community outreach brought additional voices to the project.

 

Neighborhood/Community Interests (if known):

The Olympia Northeast Neighborhood Alliance and Eastside Neighborhood Association participated in the Call for Art and the artist selection process, and along with Risen Faith and Lien Hoa communities, continued to participate and inform the concept plan.

 

Options:

1.                     Approve the Martin Way & Pacific Avenue Art Crossing Public Art concept plan as presented. Artists will work on final details to present to the Arts Commission on February 9.

2.                     Do not approve the concept plan and provide feedback to the Arts Commission to return to City Council at a later time.

3.                     Do not approve the concept plan and end project.

 

Financial Impact:

Budget for the artwork is $50,000 from the Municipal Art Fund
