Background and Analysis:
On October 18, the City Council approved the Social Justice and Equity Commission's inaugural Work Plan. The Work Plan includes reviewing civilian oversight models and making a recommendation to Council on the preferred model for Olympia. While this study is underway, Council asked the Commission to provide community oversight to the Police Auditor. This work may include the following:
* Present findings and recommendations
* Being available to provide information and address questions of the Commission
* Preparing reports requested by the Commission
The Police Auditor will seek feedback on the 2021 Annual Report and ways to engage with the Commission throughout the year. The discussion on the Annual Report will inform the 2022 Annual Report which is scheduled to be presented to Council in March 2023.
Climate Analysis:
This project is not expected to have an impact on greenhouse gas emissions.
Equity Analysis:
Community groups, especially those most impacted by policing, and underrepresented community groups have requested a civilian/community member oversight model. The City's current model is a police auditor. Having the commission provide oversight to the Auditor will help represent community needs and interests with the goal of building trust and legitimacy in the City's public safety system.
