Background and Analysis:

On October 18, 2022, the City Council approved the Social Justice and Equity Commissions (Commission) inaugural Work Plan. The Work Plan includes developing a recommendation on a civilian oversight model for Council’s consideration. While this study is underway, Council also asked the Commission to serve, in the interim, as oversight to the Police Auditor to learn the current oversight model, learn about the Police Department’s complaint process, which may include reviewing reports, findings, and ask questions before the Police Auditor presents to Council.

 

The Commission is scheduled to hold a retreat on May 27 to discuss the Civilian Oversight of Law Enforcement Project and the Commission’s role in overseeing the Police Auditor.

 

Staff is seeking approval of the retreat objectives and authorizing the Chair to work with City Staff and consultant to finalize the agenda based on the agreed upon objectives.

 

Neighborhood/Community Interests (if known):

Community groups, those most impacted by policing, and underrepresented community groups have requested a civilian oversight model that meets the needs of the community with the goal of building trust and legitimacy in the City’s public safety system.

 

Options:

1.                     Approve the retreat objectives and authorize the Chair to finalize the agenda in collaboration with City staff and the consultant.

2.                     Approve the retreat objectives based on feedback from the Commission and authorize the Chair to finalize the agenda in collaboration with City staff and the consultant.

3.                     Do not approve the retreat objectives and request staff to schedule the discussion at the next Commission meeting.
