Background and Analysis:

The City of Olympia has historically utilized the cooperative contract program managed by the Washington State Department of Enterprise Services (DES), which competitively bids and administers contracts to reduce procurement costs for state and local government entities. The DES is now requiring a new Contract Usage Agreement to be signed by all participating state and local government agencies to continue accessing these services.

 

Currently, the City purchases much of its hardware and software through DES contracts.

 

Climate Analysis:

Using DES contracts provides the City with greater opportunities to procure environmentally friendly goods and services.  

 

Equity Analysis:

Using DES contracts provides the City with greater opportunities to do business with small and disadvantaged businesses. DES highlights its cooperative contracts with diverse suppliers, assisting staff quickly identify opportunities to do business with small, local, women and minority owned businesses.

Financial Impact:

DES’s cooperative contract leverages the purchasing power of state and local government agencies in Washington State. The cooperative also streamlines the required purchasing process - saving the City time, resources and money when procuring goods and services through the DES.

2.                     Direct staff to modify the new contract usage agreement between the City of Olympia and the Washington State Department of Enterprise Services.
